Biography

Chingiz Asgarov was born in Baku in 1973.

In 1989–1991, he worked as an inspector at the legal bureau of the Nord Scientific and Production Association. In 1994–1998, he worked as a specialist and chief specialist in the Department for Work with Law Enforcement Agencies of the Executive Office of the President; in 1998–2000, he was a referent in the Sector for Human Rights Protection Issues of that department; in January–March 2000, he was seconded to the Department for Cooperation with Non-Governmental Organizations of the OSCE Office for Democratic Institutions and Human Rights. In 2000–2003, he served as First Secretary at the Permanent Representation of Azerbaijan to the Council of Europe, and in 2003–2020, he headed the Sector for Human Rights Protection Issues of the Department for Work with Law Enforcement Agencies and Military Affairs of the Presidential Administration. Since 8 December 2003, he has been the Agent of the Republic of Azerbaijan before the European Court of Human Rights.

Since 5 May 2020, he has been a judge of the Supreme Court, and since 6 May 2020, he has been Deputy Chairman of the Supreme Court. Since 24 June 2023, he has been a member of the Judicial-Legal Council. In 2023, he was awarded the 3rd Degree Order “For Service to the Motherland”.
