Who can get a preferential mortgage
- Doctor of science
- At least 15 years in the civil service (special branches included)
- Military personnel with at least 3 years' service, also in reserve or retired (conscripts excepted)
- At least 3 years in the internal affairs bodies with a special rank
- A researcher with at least 3 years in a research post
- A teacher with at least 15 years in a state school
- A journalist with at least 15 years (in the Media Register)
- A martyr's spouse
- Patriotic War Hero and National Hero (and spouse)
- Judges with at least 3 years on the bench
Young families (both spouses 35 or under) where a member is:
- a child of a martyr, a Patriotic War Hero or a National Hero
- an internally displaced person or equivalent
- a civil servant or state-school teacher of at least 3 years
- a PhD holder
- a person with distinguished service in sport
- a journalist of at least 5 years (in the Media Register)
A family or person may use the preferential mortgage only once.

What are the terms of the preferential mortgage?
Funded by the Mortgage and Credit Guarantee Fund: up to 100,000 manats, up to 30 years, at least 10% down, at most 4% a year (3.7% with the Fund's guarantee). The payment may not exceed 70% of the household's monthly income. The right can be used once.
What are the terms of the regular mortgage?
The Fund's regular mortgage: up to 150,000 manats, up to 25 years, at least 15% down, at most 8% a year (7% with the guarantee). The same income rule: the payment may not exceed 70% of income.
What is the monthly payment on a 100,000-manat preferential mortgage over 30 years?
At 4%, 477.42 manats a month; interest over 30 years comes to 71,868.00 manats. For this payment the Fund requires a household income of at least 682.03 manats a month (after half the subsistence minimum per family member).
Who can get a preferential mortgage?
The Fund's list: doctors of science, civil servants of at least 15 years, military personnel of at least 3 years, internal affairs officers, researchers and judges, teachers and journalists of at least 15 years, a martyr's spouse, Patriotic War Heroes and National Heroes, and some members of young families where both spouses are 35 or under. How much income do I need for a mortgage?
On Fund loans the monthly payment may not exceed 70% of the borrowers' total monthly income, after half the subsistence minimum is allowed for each family member. The rule does not apply when the loan is under 60% of the price.
Can I repay a mortgage early?
Consumer-credit rules — the 30-day withdrawal and the 1%/0.5% compensation ceiling — do not cover mortgage loans (Civil Code, 746.2.1); the terms and fee for paying early are set in the loan contract. The calculator shows how much interest it saves.
