Electricity, gas and water tariffs in Azerbaijan 2026

Household tariffs for electricity, gas, water, waste and heating, the limits and a monthly bill calculator. Every figure comes from a Tariff (Price) Council decision.

Electricity limit 2026: 200 kWh at 8.4 qapik, up to 300 kWh 10 qapik, then 15 qapik

Gas limit: 1,200 m³ a year at 12.5 qapik, up to 2,500 m³ 22 qapik, then 30 qapik

Water: 0.70 AZN/m³ in Baku, 0.60 AZN/m³ elsewhere, sewage 0.30 AZN/m³

Electricity

Each band applies only to the part of consumption inside it. “Monthly” consumption means 30 consecutive calendar days, not a calendar month.

Fixed charge: 1.00 ₼ a month (Decision No. 9, 30 December 2025). The start date for electricity is not confirmed.

Natural gas

The gas limit is yearly: consumption is added up over the calendar year and starts again on 1 January. Each band applies only to the part of consumption inside it.

Fixed charge: 1.00 ₼ a month (Decision No. 8, 30 December 2025). For gas it applies from 1 January 2026.

Water and sewage

Water has no bands. Without a meter the norm is 5 m³ per person a month. Sewage applies only where the network exists.

Good to know

When do the electricity and gas limits reset?

The electricity limit is counted over 30 consecutive days, not a calendar month. The gas limit is counted over the calendar year: consumption starts again on 1 January.

Have the tariffs changed in 2026?

The Tariff Council’s 2026 decisions concern medicines and toll roads. Electricity, gas and water tariffs have not changed up to 20 October 2026. Earlier changes were adopted on 29–30 December.

What is the fixed charge?

A flat 1 manat a month for electricity and for gas, whatever you consume. For gas it applies from 1 January 2026; the start date for electricity is not confirmed.

Do the prices include VAT?

Yes, the Council sets household tariffs including VAT.
