Canadian Prime Minister Mark Carney is exploring a new and potentially unprecedented model of cooperation with the European Union to strengthen economic and strategic ties amid ongoing tensions with the United States.
According to The Wall Street Journal, Canadian and EU officials are discussing the possibility of Ottawa obtaining “associate member” status. No such status currently exists, and its creation could significantly deepen transatlantic cooperation between Canada and Europe.
The discussions are taking place as a trade dispute between Canada and the United States intensifies. Relations between Ottawa and Washington have deteriorated since Donald Trump returned to the White House in 2025, with both sides imposing tariffs on goods worth billions of dollars.
Strategic rapprochement with Europe
For decades, Canada’s economy has depended largely on ties with the United States, its biggest trading partner. However, recurring trade disputes have prompted Canadian policymakers to seek alternative markets and stronger international partners.
Canada and the EU already maintain close political and economic ties under the Comprehensive Economic and Trade Agreement (CETA). The agreement has significantly reduced barriers to trade and investment. The parties are now considering opportunities for broader integration.
Potential cooperation could cover strategic sectors such as energy, defense, artificial intelligence and critical minerals. The talks could focus not only on reducing tariffs but also on facilitating the movement of goods, services, workers and technologies across the Atlantic.
Infrastructure and energy cooperation
Canada and the EU are also discussing joint investment in digital and energy infrastructure. This could include undersea communications cables, data centers, cloud-computing facilities and satellite networks.
Energy cooperation is also expected to feature prominently in the talks. Europe has sought in recent years to diversify its energy supplies and reduce risks in global energy markets. Canada, with its substantial oil, gas and critical-mineral resources, could become a more important partner for Europe in this process.
Cooperation in artificial intelligence and advanced technologies is also gaining prominence as Western governments seek to strengthen economic resilience and technological competitiveness.
Movement of workers under discussion
One of the more ambitious ideas under discussion is expanding the movement of people between Canada and the EU. According to the report, Carney has discussed greater labor mobility with European leaders, particularly French President Emmanuel Macron.
The idea could eventually allow Canadians to live and work more freely in EU member states. Such a step would go significantly beyond existing visa rules and strengthen ties among workers, students and businesses.
Carney and Macron are expected to continue their discussions during meetings later this month.
Key obstacles remain
Despite growing interest in closer integration, significant political and legal obstacles remain. The European Union has traditionally maintained strict membership rules and shown limited flexibility toward creating alternative forms of membership.
Creating associate status specifically for Canada could require lengthy negotiations within the EU and political support from all member states. CETA also remains politically sensitive in some EU countries. More than a decade after negotiations were concluded, and several years after provisional implementation began, a number of EU countries have yet to fully ratify the agreement.
These difficulties show how complicated it could be to establish a new framework broader than existing trade agreements. It remains unclear whether the idea of associate membership will become reality. However, the discussions demonstrate how rapidly global geopolitical and economic conditions are changing.
