President of the Republic of Azerbaijan Ilham Aliyev has signed new decrees on personnel changes in the justice system.
Under one decree, Major General of Justice Mirsaleh Miradil oglu Seyidov was dismissed as Deputy Minister of Justice of the Republic of Azerbaijan and head of the Penitentiary Service.
Under a separate decree, Sahib Jalil oglu Rzayev was appointed Deputy Minister of Justice of the Republic of Azerbaijan and head of the Penitentiary Service.

Mirsaleh Seyidov, born in 1977 in Sumgait, graduated with honors from the bachelor’s and master’s programs at Baku State University’s Faculty of Law.
He began his career at the Ministry of Justice in 1999, serving as a department head and deputy head at Pre-Trial Detention Center No. 3, head of correctional facilities No. 15 and No. 10, and head of the Penitentiary Service’s Operational and Regime Department. Since July 2023, he had served as Deputy Minister of Justice and head of the Penitentiary Service. He has received the “For Distinction in Public Service” and “100th Anniversary of Azerbaijani Justice” medals. He is married and has two children.
Sahib Rzayev, born in 1977, graduated in law from Baku State University in 2001 and completed additional studies in international law at the same university in 2011, graduating with honors.
Rzayev began his career as an investigator in the internal affairs bodies and held senior positions at the Ministry of Emergency Situations from 2006 to 2023. Since January 2025, he had served as deputy head of the Investigation Department of the Ministry of Justice. On July 23, 2025, he was appointed head of the department by an order of Justice Minister Farid Ahmadov.
