Azerbaijan ended the occupation through the Second Garabagh War in 2020 and anti-terrorist measures in 2023.
“Operative Information Center-OMM” reports that President Ilham Aliyev made the remarks during the opening ceremony of the 7th World Forum on Intercultural Dialogue, themed “Dialogue for a common future,” in Baku.
The president said Azerbaijan had thereby fully restored its sovereignty:
“All of this was carried out in accordance with international law. After that, we offered peace to Armenia, which was unprecedented in the world. If we look at the history of wars, countries have needed at least two years to make peace after bloody clashes. Looking at last summer, we can see that Azerbaijan took the initiative to sign a peace agreement with Armenia and did not want the war to continue indefinitely or seek revenge. We took our revenge on the battlefield and did not move on to another stage. Had we done so, it would have led to a permanent war.”
