The Collegium of the Ministry of Digital Development and Transport of Azerbaijan has officially approved the new "Rules for maintaining the list of ship crew members, the list of passengers, and ship, radio, and engine logs."
According to Operative Information Center-OMM, Minister Rashad Nabiyev has signed a new decree to implement these regulations, aiming to standardize maritime documentation procedures in the country.
Under the new regulations, the responsibility for maintaining the crew list lies with the ship's captain. The crew list must now include comprehensive details regarding the vessel, such as its name, International Maritime Organization (IMO) number, call sign, voyage number, port of entry/exit, flag state, and the name of the last port or maritime operations base visited.
Furthermore, the documentation requirements for individual crew members have been expanded. The records must now specify each member's full name, position on the ship, nationality or country of permanent residence, date and place of birth, gender, and detailed information regarding their seafarer's identity document or passport, including the document type, serial number, issuing authority, and validity period.
The updated rules also mandate specific data collection for passengers, including their identity or border-crossing documents, visa details (if applicable), residence permit information, ports of embarkation/disembarkation, and transit status.
These regulatory updates are part of Azerbaijan's broader efforts to align its maritime transport sector with international safety and security standards. By digitizing and standardizing the registration of crew and passengers, the Ministry of Digital Development and Transport aims to enhance maritime oversight and ensure compliance with global navigation protocols.
