The Cabinet of Ministers has approved the “Rules for recognizing conformity documents issued in foreign countries for compliance with the requirements of technical regulations.”

“Operative Information Center-OMM” reports that Prime Minister Ali Asadov signed the decision.

The rules, adopted under Article 13.11 of the Law on Technical Regulation, set out how conformity documents issued abroad for compliance with technical regulations are to be recognized.

Except where international agreements to which Azerbaijan is a party provide for direct recognition, foreign-issued conformity documents are recognized after their authenticity and compliance with the terms of the relevant agreements have been established. In cases of direct recognition provided for by an international agreement, a business entity must submit the foreign-issued conformity document directly to the customs authority during customs clearance, rather than to conformity assessment bodies.

If foreign-issued conformity documents are not recognized under these rules, or if no such documents are available, the business entity must ensure that the goods are assessed for compliance with the relevant national technical regulation before importing them.

The rules apply to goods imported into Azerbaijan that are covered by national technical regulations and referenced standards.

Recognition is carried out by conformity assessment bodies.

Recognized foreign-issued conformity documents apply to the individual goods, batches of goods or serial production specified in the documents.
