Legal requirements for the quality of telecommunications services in Azerbaijan are set to be clarified.
“Operative Information Center-OMM” reports that a draft amendment to the Law on Telecommunications was discussed at a plenary session of the Milli Majlis held today. Article 33.1.5 of the law requires operators to provide telecommunications services in line with established standards, norms and rules.
The draft says the terms “standards, norms and rules” and “telecommunications service standards” used in the law do not clearly define the specific, mandatory requirements that must be met when providing services. By contrast, the concept of “quality indicators” covers measurable and verifiable criteria used to determine service quality. The draft says this term more precisely reflects the subject of regulation.
It was noted that a document titled “Quality indicators for services in the field of communications and high technologies, including internet services,” approved by a decision of the Collegium of the Ministry of Digital Development and Transport on December 21, 2023, sets specific quality indicators to be ensured when telecommunications services are provided. These indicators establish key criteria for measuring and assessing service quality and serve as mandatory requirements for operators and providers. Following debate, the bill was put to a vote and adopted at first reading.
