Biography
Khayyam Fakhraddin oglu Mammadov was born in 1975 in Moscow.
He began his career in 1997 and until 2020 worked as a lawyer, deputy general director and in senior positions at subsidiaries of companies with foreign investment, as well as head of a department at the Office of the State Service on Property Issues under the Ministry of Economy. In 2020, he was appointed Deputy Chief Executive Officer of Azerbaijan Investment Holding, and later became First Deputy Chief Executive Officer.
By presidential orders, he was appointed a member of the Supervisory Board of Baku International Sea Trade Port CJSC on 22 February 2021 and of Azerbaijan Caspian Shipping Company CJSC on 16 May 2022, and a member of the Board of Directors of Azerinsurance OJSC on 16 July 2022. On 19 November 2024, by presidential order, he was appointed First Deputy Chairman of the State Water Resources Agency of the Republic of Azerbaijan.
Education
In 1997, he graduated from Baku State University with a degree in law. He is a doctoral candidate in public administration at the Academy of Public Administration under the President of the Republic of Azerbaijan.
