President Ilham Aliyev has signed a decree establishing the Zangilan Agropark and amending certain related decrees.
“Operative Information Center-OMM” reports that, under the decree, the Zangilan Agropark has been established in the territories of Zangilan and Gubadli districts.
The decree defines the Zangilan Agropark as an area intended for the production, processing and packaging of competitive agricultural products, and the provision of services, using modern technologies and methods. It will also support the storage, sorting and sale of products and help businesses in the sector operate effectively and grow.
The Agency for the Development of Economic Zones, under the Ministry of Economy of the Republic of Azerbaijan, will prepare and implement measures to organize, manage and develop the agropark, including ensuring participation in related state support programs.
An initial 500,000 manats has been allocated to the agency from the reserve fund of the President of the Republic of Azerbaijan, provided for in the 2026 state budget. The funding will cover the organization of the agropark, preparation of its site for use and design work for internal and external infrastructure, including electricity and heating, gas, water, sewerage, communications, roads and transport, fire protection, production and processing facilities, and administrative, social and other infrastructure.
The Cabinet of Ministers must, within two months, ensure that 1,424.55 hectares of agricultural land near Zangilan city and 164.15 hectares near the village of Tatar in Gubadli district are transferred to the agency for permanent use, with the right to lease them, and report to the President of the Republic of Azerbaijan. It must also resolve other matters arising from the decree.
The Ministry of Economy must, within two months and taking into account proposals from the special representative of the President of the Republic of Azerbaijan in Jabrayil, Gubadli and Zangilan districts, determine priority areas for agro-industrial products produced and processed at the Zangilan Agropark and report to the President. Together with the special representative, it must provide the agency with the necessary assistance to establish the agropark’s internal and external infrastructure and ensure other services needed for businesses to operate effectively there, and take the necessary measures to address other matters arising from the decree.
The Ministry of Finance must provide the funding specified in Section 3 of the decree.
