A new digital platform, the "State Audit" information system (DAIS), is being established in Azerbaijan. According to the Operative Information Center-OMM, President Ilham Aliyev has signed a decree on the creation of the "State Audit" information system and the regulation of related matters.
Under the decree, the "State Audit" information system is officially being launched, and the "Regulation on the 'State Audit' information system" has been approved. The Cabinet of Ministers has been tasked with resolving issues arising from this decree.
The Chamber of Accounts is responsible for taking the necessary measures to form, maintain, organize, and develop the DAIS. In coordination with the Ministry of Digital Development and Transport, the Chamber will ensure the system is hosted, maintained, and improved within the "Government Cloud" (G-cloud), in accordance with the concept approved by the President of the Republic of Azerbaijan on June 3, 2019. Furthermore, steps will be taken to register the DAIS in the "Unified Register of State Information Resources, Systems, and Electronic Services" and the state register of personal data information systems.
The Ministry of Digital Development and Transport, in collaboration with the Special Communication and Information Security State Service of the Republic of Azerbaijan, will ensure compliance with the requirements of the Presidential Decree dated September 12, 2018, regarding the formation, maintenance, integration, and archiving of state information resources and systems.
Relevant state bodies are mandated to take necessary measures within three months to ensure data acquisition through the E-Government Information System, with a report on these actions to be submitted to the President of the Republic of Azerbaijan.
The establishment of the DAIS represents a significant step in Azerbaijan's ongoing digitalization strategy. By centralizing audit data and integrating it into the national "Government Cloud," the government aims to enhance fiscal discipline, reduce bureaucratic hurdles, and ensure greater accountability in the management of public funds.
