President Ilham Aliyev has signed a decree to ensure the operations of the State Reserves Agency.
The Agency’s charter and structure have been approved under the decree, Operative Information Center-OMM reports.
The State Reserves Agency’s staff ceiling has been set at 66 positions for its central office and nine for its regional branches. A budget-funded institution, the State Reserves Storage Center, will be established under the Agency.
The Center will store state reserves and will have a staff ceiling of 200 positions.
Within two months, the Cabinet of Ministers must determine the list of subordinate bodies not included in the Agency’s structure, the number and composition of the Agency’s Board members, the amounts of the Center’s employees’ pay—including salaries, supplements, bonuses and other payments—and its remuneration system, and report to the head of state. It must also ensure the transfer to the Center’s balance sheet of assets required for the storage of state reserves established by the Agency and for organizing the Center’s day-to-day operations, and resolve other matters arising from the decree.
Within one month, the Agency must approve the Center’s charter and structure and inform the President.
The Ministry of Finance must provide for the funding needed to organize the operations of the Agency and the Center in the draft state budget each year. It must fund the Center in 2026 from allocations envisaged in the President’s decree of Dec. 29, 2025, on certain matters related to implementing the law “On the 2026 state budget,” dated Dec. 9, 2025. In accordance with the President’s decree of Aug. 25, 2025, “On additional measures to organize the efficient management of public finances,” the ministry must conduct a financial review of the budget institution’s proposed structure and pay system and take measures to optimize them.
