Elnur Shamistan oglu Bagirov

Elnur Shamistan oglu Bagirov was born in 1973 in Baku.

He began his career at Philip Morris in 1995 and held various positions in finance and marketing until 2000. From 2001 to 2002, he was the media manager for Azerbaijan, Georgia and Turkmenistan at Coca-Cola. From 2003 to 2021, he worked as a marketing manager and then as head of the representative office of Imperial Tobacco in Azerbaijan.

From 2021, he served as head of the Consumer Market Control Department at the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy. By order of the President dated December 16, 2022, he was appointed Deputy Head of the Service. By order of the President dated February 12, 2025, he was appointed Chairman of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan.

From 1991 to 1996, he studied economics and management of construction at the Azerbaijan University of Architecture and Construction.
