Biography

Jafar Zaur oglu Babayev was born in 1980 in Baku.

He began his career as a lawyer at Baker & McKenzie – CIS Ltd in 2002 and worked at OMNI CJSC from 2003 to 2007. From 2007 to 2010, he was a legal counsel at the Islamic Corporation for the Development of the Private Sector, part of the Islamic Development Bank Group. From 2010 to 2015, he served at a number of private companies as an adviser on corporate regulation and control, deputy general manager and deputy general manager. From 2018 to 2021, he was head of legal affairs and internal control and director of business support at Veyseloglu LLC.

From 2021 to 2022, he worked as a chief adviser at the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy. On December 16, 2022, by order of the President, he was appointed Deputy Head of the Service. From February 2025, he served as an adviser to the Chairman of the Agency. On February 10, 2026, by order of the President, he was appointed First Deputy Chairman of the Agency.
