Biography
Elchin Mammadbaghir oglu Mammadov was born on 6 June 1971 in Baku.
In 1993, he was admitted to the prosecutor's offices and began working as an intern for the position of prosecutor at the Azerbaijan Transport Prosecutor's Office. From 1994, he served as a prosecutor in the Investigation Division of the Department for Supervision over the Implementation of Laws in Internal Affairs Bodies of that prosecutor's office, and from 1995 as a senior investigator. From 2000, he worked as a prosecutor-criminalist in the Criminalistics Division of the Investigation Department for Cases of Serious Crimes of the Prosecutor General's Office; from 2002, as an investigator for particularly important cases in that department; and from 2005, as a senior investigator for important cases in the Investigation Division of the Anti-Corruption Directorate under the Prosecutor General.
From 2012, he was Deputy Prosecutor of Ganja, and from 3 February 2016, Prosecutor of the Lankaran District. By an Order of the President dated 21 May 2020, he was appointed First Deputy Prosecutor General. He holds the highest special rank of State Justice Counselor, 2nd class.
He is a member of the Board of the Prosecutor General's Office and chairs the Higher Attestation Commission and the editorial board of the bulletin Investigation Practice. He has been awarded the jubilee medals 100th Anniversary of Heydar Aliyev (1923–2023), 100th Anniversary of the Prosecutor's Office of Azerbaijan (1918–2018) and 30th Anniversary of the Constitution of the Republic of Azerbaijan (1995–2025). He is married and has two children.
