President Ilham Aliyev has addressed participants of the 4th Baku Security Forum.

“Dear Forum participants!
I sincerely welcome you to the 4th Baku Security Forum on the theme ‘New challenges to the global security architecture and the formation of effective cooperation mechanisms against terrorism.’
Held in Baku for the fourth time, this Forum brings together heads and representatives of special services and security agencies from various countries, creating an important opportunity for the exchange of views and the development of mutual cooperation in international security. The steady expansion of the Forum’s geographical reach and the relevance of the issues under discussion demonstrate the growing international standing of the Baku platform. I am confident that this year’s event will also be important for advancing cooperation in the security sector and for the exchange of views and experience.
The world is currently experiencing a period of rapid and complex change. Processes unfolding in the system of international relations, intensifying geopolitical rivalry, and conflicts and confrontations continuing in various regions are having a serious impact on the global security environment. The deepening crisis of trust and the growing difficulty of mutual understanding have made strengthening national security architectures and safeguarding international stability a fundamental and urgent priority for all countries.
Ensuring peace, stability and security in the world is a shared responsibility of all states. The scale and threatening nature of modern challenges require stronger mutual cooperation and the application of flexible and coordinated approaches. Security is no longer limited by the borders of individual states. A crisis or source of tension in one region can quickly affect other regions, harm political and economic stability as well as energy and food security, and cause serious disruptions to transport and communications links. Terrorism and extremism, transnational organized crime, the illegal trafficking of weapons and drugs, cybercrime and other cross-border threats are also becoming more complex by exploiting this interdependence.
The use of modern technologies and new opportunities to expand the operational scope of terrorism is particularly concerning. The malicious use of digital capabilities, including artificial intelligence, facilitates the spread of radical ideas, expands the financial resources of terrorist networks and helps recruit new supporters, creating serious obstacles to the effectiveness of the fight against terrorism. Under these circumstances, counterterrorism efforts must not be limited to the actions of individual countries and should remain an important area of international cooperation and joint activity.
Reliable security requires not only combating existing threats and their consequences, but also identifying risks in advance and preventing them in a timely manner. To this end, strengthening mutual trust among states, developing professional ties between security agencies and improving the effectiveness of information exchange are of particular importance. Experience shows that partnerships built on open and reliable dialogue enable even the most complex security challenges to be prevented more quickly and effectively.
Azerbaijan considers ensuring international peace and security, strengthening mutual trust among states and expanding cooperation among its main priorities. Our country attaches great importance to promoting dialogue on security issues and expanding mutually beneficial cooperation on various international and regional platforms. The Baku Security Forum also serves these objectives by creating conditions for identifying specific areas of cooperation and further strengthening mutual trust.
I am confident that the discussions to be held during this year’s Forum will contribute to a deeper understanding of modern global security challenges, the development of new approaches to preventing them, and the further strengthening of cooperation among special services and security agencies. They will help reinforce international security and foster a more stable and secure world for future generations.
I wish the 4th Baku Security Forum every success, and all its participants fruitful discussions and productive cooperation.”
