The Milli Majlis (National Assembly) has officially approved the transition to tracking insured persons exclusively through the Personal Identification Number (FIN), streamlining the state social insurance system.

Operative Information Center-OMM reports that proposed amendments to the Labor Code, the Law "On individual accounting in the state social insurance system," and the Law "On labor pensions" were discussed and adopted during today's parliamentary session.

According to the briefing, employers currently face an additional administrative burden when submitting unified quarterly declarations, as they are required to input both the Social Insurance Number (SSN) and the FIN. This dual-entry requirement has led to unnecessary data congestion within the state's digital infrastructure. By shifting to a FIN-only system, the government aims to ensure uniformity in data management and enhance the efficiency of social insurance operations.

The transition is expected to significantly accelerate the integration of electronic systems and facilitate smoother data exchange between various government agencies. Furthermore, the reform removes the necessity for employers to request or verify an employee's SSN during the hiring process, as all relevant data will be centralized under the FIN. This move aligns the social insurance sector with the majority of other state bodies in Azerbaijan that already utilize the FIN as the primary identifier for citizen records.

This legislative update is part of Azerbaijan's broader digital transformation strategy, aimed at reducing bureaucratic hurdles for the private sector and modernizing public services. Following extensive discussions, the bill was put to a vote and passed in its third reading. The implementation of these changes marks a significant step toward a fully integrated e-government ecosystem in the Republic of Azerbaijan.
