The Cabinet of Ministers of the Republic of Azerbaijan has officially approved the model structures and staffing units for enterprises responsible for restoration, construction, and management services in the liberated territories. This decision marks a significant step in streamlining the administrative and operational framework required for the large-scale reconstruction efforts currently underway in the region.
According to the Operative Information Center-OMM, Prime Minister Ali Asadov has signed a new decree to formalize these arrangements. The decision establishes specific organizational models for enterprises operating across various administrative units in the liberated areas, with the exception of the Shusha City State Reserve Department, which operates under a distinct mandate.
The restoration of the Garabagh and East Zangezur economic regions is a top national priority for Azerbaijan. Since the liberation of these territories in 2020, the government has been implementing a comprehensive "Great Return" program, which focuses on rebuilding infrastructure, constructing modern residential areas, and revitalizing the local economy to facilitate the safe and dignified return of former internally displaced persons to their native lands.
