In 2027, 52 state-owned companies in Azerbaijan will be required to pay a total of 872 million manats in dividends to the state budget.
“Operative Information Center-OMM” reports that this is reflected in the draft 2027 budget package.
The document is being discussed at a meeting today of the Milli Majlis (National Assembly) Committee on Economic Policy, Industry and Entrepreneurship.
According to the budget package, compared with 2026, the total number of companies with dividend obligations has increased 26-fold, while the overall dividend payment amount has risen by 45.3%.
Next year, SOCAR will pay 434 million manats in dividends, while the International Bank of Azerbaijan OJSC will pay 175 million manats.

On Dec. 29 last year, President Ilham Aliyev approved the “Rules on the distribution of net profits and general parameters of dividend policy for legal entities and public legal entities owned by the state, or in which the state holds a controlling stake.” The rules regulate legal and organizational matters relating to mechanisms for overseeing dividend payments to the state budget. Under the rules, state-owned companies must pay at least 30% of their net profits to the state budget as dividends. This requirement does not apply to state-owned companies whose shares are listed on leading stock exchanges outside the country.
