Biography

Sabina Yashar gizi Aliyeva was born on 7 May 1980 in Baku. In 1996, she graduated from Secondary School No. 8 in Baku with honours.

Since 2000, she has held various positions at the Constitutional Court, and since 2015, she has served as Deputy Head of the Office. She participated in symposia and other international conferences held in China, Austria, the United Kingdom and Greece, and completed special courses of the CIS Interparliamentary Assembly.

On 29 November 2019, she was elected Commissioner for Human Rights (Ombudsman) by the Milli Majlis from among three candidates nominated by the President. On 12 September 2023, she was elected Vice-President of the Asian Ombudsman Association, and on 6 October 2023, a member of the Board of the Organisation of Islamic Cooperation Ombudsman Association. Since 2020, she has been Chair of the Specialized Scientific Council for the defence of master's theses in the Human Rights specialization at Baku State University. She has been a mentor of the “Yüksəliş” competition and a member of the COP29 Organizing Committee.

In 2013, she was awarded the “For Distinction in Civil Service” medal, and in 2016, she received the qualification degree of State Adviser of the 3rd Class.
