Biography

He was born on February 20, 1964, in the village of Dərəkənd, Shamakhi District.

He began his career as a teacher and served in the Soviet Army from 1983 to 1985. From January to August 1992, he was a legal adviser to the head of the Gobustan District Executive Authority.

From August 1992, he worked in the customs authorities as a chief inspector in the Investigation Department of the Directorate for Combating Smuggling; from 1992 to 1998, as deputy and first deputy head of the Main Directorate for Combating Smuggling and Violations of Customs Rules; from 1998 to 2015, as head of the Main Directorate for Combating Offenses in the Customs Sector; from 2015 to 2018, as deputy head of that Main Directorate; from 2018 to 2023, as first deputy head of the Main Directorate for Operations and Investigations; and from December 22, 2023, to February 13, 2025, as head of the Main Directorate for Operations and Investigations.

By Order of the President of the Republic of Azerbaijan dated February 13, 2025, he was appointed Deputy Chairman of the State Customs Committee. In 2007, he was awarded the special rank of Major General of the Customs Service. In 2015, he was awarded the “For Distinction in Public Service” medal, and in 2021, the 3rd degree Order “For Service to the Fatherland.”

Education

In 1983, he graduated from the Shamakhi Pedagogical School named after M. A. Sabir, and in 1991, from the Faculty of Law of Baku State University with a degree in law.
