Fuad Elkhan oglu Mammadov

Born in Baku in 1992.

He served in the military in 2012–2013. In 2015, following the recruitment competition for the customs authorities, he was appointed inspector at the Khachmaz Customs Department. From 2016 to 2018, he was a lecturer at the Academy of the State Customs Committee; from 2018 to 2021, a senior inspector in the Customs Tariffs and Application of Tariff Classification Department of the Committee’s Administration; from 2022 to 2023, head of that department; and from 2023 to 2024, head of the Trade Policy Department of the Main Customs Policy Department. In 2024, he was appointed the Committee’s representative (customs attaché) to the World Customs Organization. Since 2021, he has represented the Committee in Azerbaijan’s negotiations on accession to the World Trade Organization.

By an Order of the President of the Republic of Azerbaijan dated March 12, 2025, he was appointed Deputy Chairman of the State Customs Committee. He holds the rank of Major General of the Customs Service.

He received a bachelor’s degree in Customs Administration at Baku State University from 2008 to 2012 and a master’s degree in Customs from 2013 to 2015. From 2017 to 2020, he pursued doctoral studies in World Economy.
