Rovshan Shukur oglu Rzayev

Rovshan Shukur oglu Rzayev was born on January 20, 1962, in Baku. In 1986, he graduated from the Faculty of History of Baku State University, and in 1993, from the Faculty of Law of the same university.

Since 1982, he has held various positions in the system of the Ministry of Justice of the Republic of Azerbaijan. Since 2004, he was elected a deputy to the Milli Majlis of the Republic of Azerbaijan from Xanlar–Dashkasan Constituency No. 101 and served as Deputy Chairman of the Committee on Legal Policy and State Building. He was a member of the committees on migration and social affairs of the Euronest Parliamentary Assembly, as well as the Parliamentary Assembly of the Council of Europe. In 2009, he was elected to the Board of the public association "Azerbaijani Community of the Nagorno-Karabakh Region."

On April 21, 2018, he was appointed Chairman of the State Committee for Affairs of Refugees and Internally Displaced Persons of the Republic of Azerbaijan. On January 4, 2021, he was appointed a member of the Supervisory Board of the Karabakh Revival Fund.
