Legal framework for resettlement in Azerbaijan's liberated lands

The process of returning to territories liberated from occupation and the granting of property rights will be regulated by a specific legal act, established by the President of the Republic of Azerbaijan. This remains the primary focus of the ongoing legislative efforts.

According to the Operative Information Center-OMM, citing AZERTAC, Sakina Aliyeva, Deputy Head of the Main Legislation Department of the Ministry of Justice, announced these details during a joint meeting of the Milli Majlis (National Assembly) committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.

Aliyeva emphasized that the draft law, which proposes amendments to the Housing Code, the Law "On the Status of Refugees and Internally Displaced Persons," and the Law "On Social Protection of Internally Displaced Persons and Persons Equated to Them," carries significant moral weight. She noted that these legislative changes are establishing the necessary legal framework and structure for a moment the nation has awaited for decades.

The resettlement of former internally displaced persons (IDPs) to their native lands is a cornerstone of Azerbaijan's post-conflict reconstruction strategy. Following the 2020 Patriotic War, the government launched the "Great Return" program, which prioritizes the restoration of infrastructure, demining, and the construction of modern residential complexes in Garabagh and East Zangezur, ensuring that citizens can return to their homes in safety and dignity.
