State bodies located in Baku and surrounding areas, as well as state-owned legal entities, legal entities in which the state holds a controlling stake and public legal entities established on behalf of the state, will introduce staggered working hours.
Operative Information Center-OMM reports that the Ministry of Labour and Social Protection of the Population announced the measure.
The schedule will be implemented on a pilot basis for two months starting Sept. 15.
"Working hours at the relevant institutions will be organized under three different schedules — 08:00-17:00, 09:00-18:00 and 09:30-18:30 — with each schedule assigned to at least 30% of employees. During this period, the relevant state bodies will assess traffic congestion, and final proposals on the working arrangements will be prepared after analyzing the pilot results," the ministry said.
The measure is being implemented in line with an instruction included in the "2025-2030 State Program on improving transport infrastructure in Baku and surrounding areas," approved by an order of the President of the Republic of Azerbaijan.
The pilot is part of broader efforts to improve the efficiency of transport infrastructure in Baku, where peak-hour congestion is a recurring challenge. Its results will help authorities determine whether staggered working hours should be continued or adjusted.
