Azerbaijan expects state budget revenues of 39.234 billion manats and expenditures of 42.4 billion manats in 2027.

Azerbaijan’s state budget revenues are expected to reach 39.234 billion manats in 2027, while expenditures are projected at 42.4 billion manats.

The Operative Information Center-OMM reports this, citing the Ministry of Finance.

According to the information, the figures are respectively 1.6% and 1.7% higher than the approved forecasts for 2026. As a result, the state budget deficit next year is expected to amount to 2.2% of projected gross domestic product, or 3.166 billion manats. This is 2.3% higher than the annual figure.

Oil and gas revenues are expected to account for 39.5% of projected budget revenues, or 15.48 billion manats, while the non-oil and gas sector is projected to contribute 60.5%, or 23.754 billion manats.

Of the projected budget expenditures, 24.7717 billion manats, or 59.6%, is expected to be allocated to current spending; 14.3193 billion manats, or 34.5%, to capital expenditures; and 2.4576 billion manats, or 5.9%, to servicing state debt and liabilities.

Another expenditure breakdown in the forecast envisages 26.4 billion manats, or 62.3%, for current spending; 13.8 billion manats, or 32.5%, for capital expenditures; and 2.2 billion manats, or 5.2%, for servicing state debt and liabilities.

The state budget is Azerbaijan’s main fiscal instrument, financing public services, investment projects and government obligations. The projected deficit reflects the planned gap between public revenues and expenditures and is generally covered through financing sources defined in the budget law.
