Amendments have been made to the laws “On Approval of the Regulations on Military Service” and “On Military Duty and Military Service” of the Republic of Azerbaijan.

“Operativ Məlumat Mərkəzi-OMM” reports that the issue was discussed at a plenary session of the Milli Majlis (National Assembly) today.

New provisions are being added to Article 42 of the Regulations on Military Service and Article 32 of the Law on Military Duty and Military Service.

Under the provisions, the period that officers serve in a military rank will be reduced by one year for each of the specified levels of higher education, once per level, for officers who have completed a master’s or residency program, or completed doctoral or adjunct studies and earned the relevant academic degree, on the request of the Armed Forces of the Republic of Azerbaijan or other state bodies where military service is provided.

In addition, the provisions on the length of service in the military rank of “lieutenant” in Article 45 of the Regulations on Military Service and Article 31.5 of the Law on Military Duty and Military Service are being revised.

Under the new rules, the period will be two years for military personnel who have graduated from specialized educational institutions that train military personnel in five-year programs. It will be one year for personnel serving in aviation flight crews and on submarines, as well as in other cases determined by the relevant executive authority.

The bill thus clarifies the existing rules for calculating the time military personnel serve in each rank, ensures that officers’ postgraduate studies and academic work are taken into account, and establishes new rules on the period of service in the rank of “lieutenant” for graduates of specialized educational institutions.

The proposed bill was prepared to improve the regulation of service periods in military ranks and encourage officers to pursue additional higher education and academic work.

After discussion, the issue was put to a vote and adopted in the third reading.
