A bill to amend the Civil Code and the laws “On Credit Unions,” “On the Budget System,” “On Phytosanitary Control” and “On Organic Agriculture” was adopted at first reading at today’s plenary session of the Milli Majlis (National Assembly).
The laws have been aligned with the draft law “On the Agrarian Sector,” Operative Information Center-OMM reports. The amendments are intended to bring legislation into line with the new framework for the agrarian sector.
Under the changes, some uses of the term “agriculture” in legislation will be replaced with “agrarian,” and provisions concerning agrarian cooperatives and public associations operating in the agrarian sector will be clarified.
The amendments add the concept of an “agrarian subsidy” to the Law “On the Budget System.” It is defined as non-repayable financial assistance provided from the state budget to stimulate agricultural production and partially or fully compensate costs, and is exempt from taxation.
The Law “On Phytosanitary Control” will be revised to repeal a number of provisions on the state phytosanitary service. Its terminology will be updated to cover individuals and legal entities providing plant health services. The relevant chapter will be repealed, along with certain rules governing the organization of the state phytosanitary service.
Numerous terminology changes will also be made to the Law “On Organic Agriculture.” In various articles, the terms “agriculture” and “agricultural products” will be replaced, respectively, with “agrarian” and “agrarian products.”
The Civil Code will also be updated with provisions on agrarian cooperatives, agrarian products and public associations operating in the agrarian sector. A provision stating that raw materials and goods produced in crop farming and livestock breeding are not considered products will be set out in a revised version.
