Audit Chamber: Azerbaijan increases funding for new projects

In 2025, a reduction in the volume of transition projects within Azerbaijan's state capital investment expenditures, compared to previous years, suggests a strategic shift toward prioritizing the financing of new initiatives.

According to the Operative Information Center-OMM, this assessment was detailed in the Audit Chamber's opinion on the draft law regarding the "Execution of the 2025 State Budget."

For 2025, the executed state capital investment amounted to 2.305 billion manats, covering 352 projects across 40 contracting entities, including those co-financed by foreign creditors. Of this total, 711.9 million manats (30.9%) were allocated to 151 new projects, while 1.593 billion manats (69.2%) were directed toward funding 201 existing transition projects.

Compared to the 2025 "Budget Package," the total number of projects increased by 186, although the total amount decreased by 380.2 million manats (14.1%). When compared to the previous year, the funding for new projects decreased by 163.8 million manats, despite an increase of 16 projects (11.9%). Similarly, the number of transition projects declined by 28, with funding dropping by 272.5 million manats, or 16.2%.

The Audit Chamber of the Republic of Azerbaijan serves as the supreme audit institution, responsible for overseeing the efficient and transparent use of state budget funds. Its reports are critical in ensuring fiscal discipline and providing the Milli Majlis (National Assembly) with independent evaluations of government spending and project implementation effectiveness.
