Biography
Israfil Mammadov was born on 26 July 1973.
From 1995 to 1996, he worked at the Department of International Economic Relations of the Ministry of Foreign Affairs, and from 1996 to 2008, he served as the representative of the State Oil Company in the United Kingdom. From 2008 to 2013, he was head of the Asset Management Directorate at the State Oil Fund, and from 2013 to 2019, he served as Deputy Executive Director of the Fund.
On 29 November 2019, he was appointed Executive Director of the State Oil Fund by presidential decree.
Since 2019, he has been a member of the Supervisory Board of “Southern Gas Corridor” CJSC; since 9 September 2020, a member of the Economic Council; since 23 January 2021, a member of the Supervisory Board of the State Oil Company; and since 3 February 2021, a member of the Executive Commission for the implementation of the Order on “Azerbaijan 2030: National Priorities for Socio-Economic Development.” From 2019 to 2021, he was a member of the governing board of the International Forum of Sovereign Wealth Funds, and from 2019 to 2020, a member of the Financial Stability Board; since 5 November 2024, he has been Deputy Chair of the Governing Board of the International Forum of Sovereign Wealth Funds.
He speaks English, Arabic and Russian. He is married and has three children.
