Ilham Aliyev signs decree on off-budget funds

President Ilham Aliyev has signed a decree on additional measures concerning the use of targeted budget funds established within the state budget and the off-budget funds of organizations financed from the state budget.

Operative Information Center-OMM reports that under the decree, the portion of off-budget funds belonging to organizations financed from the state budget that is allocated to strengthening employees’ social protection will be used only to strengthen the social protection of employees who do not hold administrative or auxiliary positions in accordance with the Law on Civil Service.

The provision does not apply to the Ministry of Internal Affairs, the State Customs Committee or the State Tax Service under the Ministry of Economy.

The remaining portion of off-budget funds held by state-budget-funded organizations, except for the institutions listed above, will be transferred to the state budget.

The decree is aimed at regulating the use and allocation of off-budget resources held by publicly funded institutions, while maintaining a separate approach for the exempted bodies.
