Azerbaijan plans to increase the annual export potential of its mining and metallurgy industries to approximately $2 billion, based on average global prices in 2025.

“Operative Information Center-OMM” reports that this target is set out in the “State Program on the development of the mining (metal ores) and metallurgy industries for 2027–2030,” approved by President Ilham Aliyev.

Under the document, Azerbaijan plans to establish new production capacity, including processing and metallurgical facilities. These include a concentration plant, a pellet production plant and a direct-reduced iron plant under the Dashkasan iron ore project; a new rolling mill of Baku Steel Company Closed Joint-Stock Company; an electrolytic plant of Azeraluminium LLC in Ganja; a calcination and anode-baking plant based on a technical and economic justification; and a flotation plant for the Soyugbulag (Zod) deposit. The program also envisages attracting foreign investment to the sector and more than doubling the additional value created in the industry, taking the planned production capacity into account.

The program reflects Azerbaijan’s broader effort to expand domestic processing, strengthen industrial value chains and increase the share of higher-value products in mining and metallurgy exports. Its implementation is expected to support new industrial facilities and improve the sector’s contribution to the national economy.
