The Ministry of Finance will have to submit proposals to President Ilham Aliyev within one month on abolishing earmarked funds established within the state budget and using the revenue sources of those funds.
Operative Information Center-OMM reports that this provision is included in a decree signed by the head of state on additional measures concerning earmarked funds established within the state budget and the use of extra-budgetary funds by organizations financed from the budget.
Under the decree, the ministry must also prepare and submit proposals to the president within one month on the following:
- improving normative legal acts;
- procedures for the formation, collection, use and accounting of extra-budgetary funds held by organizations financed from the state budget;
- the formation and use of revenues generated from paid services provided by entities under the Office of the President of the Republic of Azerbaijan and the Special Medical Service.
The measures are part of efforts to strengthen oversight of public funds, streamline budget management and ensure greater transparency in the use of revenues generated by state-financed institutions.
