At a meeting of the Council of Foreign Ministers of the Organization of Turkic States (OTS) in Ankara on October 29, Azerbaijan’s Foreign Minister Jeyhun Bayramov called for deeper political, economic and security ties among member states, AnewZ reported. He said it was important to strengthen regional unity, improve coordination and enable the organization to play a more active role internationally.

At the meeting, held during his working visit to Türkiye, Bayramov congratulated Türkiye and its people on the 103rd anniversary of the founding of the republic.

Speaking against the backdrop of global conflicts, challenges to international law and weaknesses in the international security system, the minister stressed the importance of mutual trust, shared interests and solidarity among Turkic states.

Bayramov identified deepening cooperation, preserving shared historical and cultural heritage, strengthening ties among member states, and building a more effective organization with greater international standing as priorities for Azerbaijan’s chairmanship of the OTS.

He said these priorities were reaffirmed at the OTS summit held in Gabala in October 2025.

Security and economic cooperation

Bayramov discussed efforts to expand cooperation in politics and security, including defense industry ties. In this context, he cited the meeting of secretaries of security councils held in Baku and the adoption of a roadmap through 2027 covering joint defense production and technological cooperation.

On the economic front, the minister called on member states to strengthen cooperation in trade, investment, transport links, energy, finance, digital development, innovation and new technologies. Closer cooperation in these areas, he said, would strengthen ties among Turkic states and help the organization respond more effectively to new challenges.

Cultural ties and international partnerships

Bayramov also highlighted initiatives to preserve the shared cultural and religious heritage of Turkic peoples and expand humanitarian cooperation. He cited Turkic World Week, held to mark the centenary of the First Turkological Congress; the first meeting in Shusha of heads of government agencies responsible for religious affairs; and the seventh meeting of the Council of Heads of Muslim Religious Administrations in Baku.

On international diplomacy, the minister said joint efforts in New York were important to secure observer status for the OTS at the UN General Assembly.

Bayramov said the OTS+ format could create new opportunities for cooperation with third countries and international organizations and help expand the organization’s global partnerships.

Stressing that agreements reached must produce concrete results, he called for effective implementation of decisions, sustained involvement by national agencies and stronger coordination through the OTS Secretariat. The minister said the Secretariat should play a more active role in monitoring progress and overseeing joint activities among member states.

On the sidelines of the meeting, Bayramov also held talks with Turkish Foreign Minister Hakan Fidan. The sides discussed the current state of Azerbaijan-Türkiye relations, prospects for further developing ties, cooperation within the OTS and other issues of mutual interest.
