Zafar Arif oglu Guliyev

Zafar Arif oglu Guliyev studied at the Faculty of Law of Baku State University. In 2002–2003, he worked as a specialist at the Khachmaz Regional Department for the State Registration of Legal Entities of the Ministry of Justice; in 2003–2006, as a senior specialist and chief specialist at the Department for the State Registration of Legal Entities; in 2006–2007, as a senior adviser at the Department of Legal Entities and Civil Status of the Main Registration and Notary Department; and in 2007–2010, as a senior adviser at the Main Organizational and Control Department.

In 2010–2017, he served as a judge of the Yasamal District Court of Baku City, and from 2017 he worked as Chairman of the Goychay District Court.

By Order of the President of the Republic of Azerbaijan dated 6 May 2025, he was appointed Chairman of the Ganja Administrative Court.
