Biography
Rovshan Chingiz oglu Najaf was born on 9 April 1982 in Baku. He holds a PhD in Economics.
He began his career in 2001 as a laboratory assistant at the Department of International Economic Relations and Marketing of Azerbaijan State University of Economics. In 2003–2007, he worked as a consultant and senior consultant at the Investment Policy Department of the Ministry of Economic Development; in 2008–2009, he was head of the Contracts for Investments Department at SOCAR’s Investments Directorate. In 2009–2010, he served as head of the Foreign Economic Relations Department at the Ministry of Economic Development and as an assistant to the minister; in 2010–2018, he worked as deputy executive director and executive director of Azerbaijan Investment Company OJSC.
By presidential orders, he was appointed head of the Department for Innovative Development and E-Government Affairs of the Presidential Administration on 11 May 2018; chairman of the Board of the Financial Monitoring Service on 28 August 2019; Deputy Minister of Economy on 11 February 2020; and First Deputy Minister of Economy on 24 December 2021. On 10 February 2022, he was appointed First Vice-President of SOCAR and acting president; on 21 July 2022, he was appointed President of the State Oil Company of the Republic of Azerbaijan.
He holds the rank of 3rd class state adviser.
