Uzbekistan is expanding its digital government system. The work was discussed at the ICTWEEK Uzbekistan 2026 event in Tashkent.
The program is being implemented under the Digital Uzbekistan 2030 strategy. Public services, government databases and administrative processes are gradually being transferred to digital systems.
Number of online public services increases
More than 800 public services are currently available through the Unified Interactive Public Services Portal, known as MyGov. The portal has more than 11 million users.
Uzbekistan’s digital government infrastructure also includes OneID, which provides unified access to public services, interagency data platforms and information registries connecting government agencies.
Uzbekistan has also improved its position in international digital government rankings. The country was included in Group A of the World Bank’s GovTech Maturity Index and ranked 63rd worldwide in the United Nations E-Government Development Index.
5,000 functions to be digitized by 2028
President Shavkat Mirziyoyev signed a decree in July on the future development of the Digital Government system. Under the document, at least 5,000 administrative functions of government agencies are to be digitized by the end of 2028.
The decree also provides for the creation of a Unified Integrated Digital Platform to connect government information systems. The platform is intended to enable the introduction of common standards for system development and data exchange.
Under the roadmap, ministries and government agencies will switch to paperless document management and electronic interaction. The government also plans to reduce by at least 30% the costs of developing and operating state information systems.
Twenty key government information systems are expected to be integrated into the new platform in 2026–2028. They include the Unified Interactive Public Services Portal, interagency integration systems, unified registries of individuals and legal entities, and the open data portal.
Digitalization to cover regions
The program also applies to local authorities. The Digital Hokimiyat system is scheduled to be introduced in Karakalpakstan, regional centers and Tashkent by the end of 2026. It will be expanded to other districts and cities in 2027–2028.
The platform is expected to include a management dashboard, a geoportal and a Human Dignity Index to identify residents’ concerns at the neighborhood level. Plans also include developing an artificial intelligence-based virtual assistant for regional administrations.
The initiative builds on the experience of the Smart District platform, which is used in Tashkent’s Mirzo-Ulugbek district to monitor regional socioeconomic processes in real time.
Artificial intelligence integrated into public services
Artificial intelligence also features in Uzbekistan’s long-term digitalization plans. The government aims to use artificial intelligence in 10% of the services provided through the Unified Interactive Public Services Portal by the end of 2030.
The country is also cooperating with international partners on artificial intelligence projects. One such initiative is a planned artificial intelligence data center project to be implemented jointly with South Korea.
Digital government developments are being discussed as part of ICTWEEK Uzbekistan 2026. The event’s agenda also includes artificial intelligence, digital infrastructure, IT services and the development of Uzbekistan’s technology sector.
