Two people have been charged over an incident at the Shaki Yaylasi recreation center that resulted in two deaths.

"Operative Information Center-OMM" reports that the Prosecutor General’s Office Press Service issued the information.

According to the statement, a criminal case was opened and a preliminary investigation is under way at the Shaki District Prosecutor’s Office into the deaths of two people who fell from a height on September 8 this year at the Shaki Yaylasi family recreation center, in Bash Kaladak village, Shaki District.

During the investigation, numerous witnesses were questioned to establish all the circumstances of the incident. Forensic medical, comprehensive occupational safety, construction and technical, trace evidence, and physical and chemical examinations were ordered, and the relevant conclusions were obtained. Inquiries were also sent to the relevant state bodies and other organizations, while other necessary procedural actions were carried out.

The investigation has established reasonable suspicion that Ramiz Huseynov, an entrepreneur who managed the recreation center, acted negligently by showing a dishonest and careless attitude toward his work and failing to perform his duties properly, thereby causing the deaths of two people through negligence.

Evidence gathered during investigative measures also established that Huseynov verbally assigned the construction of a tower intended for the “Zipline” cable route to Abaset Pashayev, who had neither the relevant license nor specialized education in the field. Under Huseynov’s supervision and direct instructions, the tower was built unlawfully. Deformation of the metal structure on the tower caused the cables to sway, and the main zipline device used for sliding came off the cable. The fabric section of the device tore when the cable vibrated, because a makeshift braking and additional safety device, fitted with a plastic pipe section, had been attached to it. As a result, Ucal Bayramov and Joshgun Mammad-zada, who were using the cable, fell from a height and died at the scene from their injuries.

The charges in the criminal case were reclassified from Article 314.3 of the Criminal Code to Articles 124.2 (manslaughter of two or more people through negligence) and 314.3 (negligence resulting in the deaths of two people).

On November 2, Ramiz Huseynov was named as a suspect under Article 314.3 of the Criminal Code, while Abaset Pashayev was named under Article 124.2, and both were formally charged. Based on motions by the investigative body and submissions by the prosecutor overseeing the preliminary investigation, the Shaki District Court ordered both defendants held in custody.

The preliminary investigation into the criminal case is continuing.
