Türkiye’s COP31 presidency has unveiled an action agenda aimed at turning climate commitments into concrete projects and measurable results. Its main priorities include clean energy, waste reduction, climate-resilient cities and industrial decarbonization.
COP31 President and Türkiye’s Minister of Environment, Urbanization and Climate Change Murat Kurum presented the agenda at a UN event in New York. He said the summit would focus less on making new pledges and more on the principles of “dialogue, consensus and action.”
Key objectives of the action agenda
The agenda covers 10 areas: clean energy and electrification; zero waste and methane emissions reduction; climate-resilient cities; green industrialization; youth and education; food security; oceans; health systems; biodiversity; and implementation of national climate plans.
One of the main objectives is to increase electricity’s share of global energy consumption to 35% by 2035. Other targets include reducing the energy-use intensity of buildings by at least 25% and raising the level of global circular material use to at least 15%.
According to Kurum, these targets could help reduce global emissions by 8.5-10 gigatons of CO2 equivalent by 2035. The minister stressed the importance of turning existing commitments into measurable results on the ground and called for expanded access to finance, technology and investment.
Green industry and clean technologies
The COP31 agenda also proposes establishing a Green Industrialization Support Mechanism for least developed countries. The mechanism is intended to connect these countries’ project needs with technology, expertise and financial resources.
Türkiye also plans to launch initiatives on green freight corridors, industrial decarbonization, artificial intelligence and clean technologies, energy-efficient buildings, oceans, food security and climate-resilient health systems.
Consultations on the action agenda will continue at a pre-COP meeting in Fiji next month. COP31 will be held in Antalya from Nov. 9 to 20. Under the agreement, Türkiye will hold the COP presidency and lead the action agenda, while Australia will oversee the official negotiations.
