The following individuals sentenced to imprisonment have been released from the unserved portions of their sentences.
Operative Information Center-OMM reports that President Ilham Aliyev signed a decree to this effect.
Under the decree, the following individuals sentenced to imprisonment have been released from the unserved portions of their sentences:
1. Jasar Safarqulu oglu Aydemirov, born in 1999, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Tartar Military Court dated Oct. 17, 2019.
2. Elshan Malik oglu Bagirov, born in 1992, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated June 21, 2024.
3. Fikrat Alibay oglu Balabayov, born in 1970, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated Nov. 7, 2024.
4. Hikmat Abdulali oglu Bayramov, born in 1985, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Lankaran Court of Grave Crimes dated Sept. 9, 2024.
5. Khayal Nemat oglu Beybudlu, born in 2003, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated April 24, 2024.
6. Mehmet Demir, born in 1990, a citizen of the Republic of Türkiye, convicted by a verdict of the Kangarli District Court of the Nakhchivan Autonomous Republic dated June 19, 2025.
7. Maarif Eldar oglu Aliyev, born in 2000, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated July 6, 2017.
8. Sahil Aqil oglu Karimov, born in 2004, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated Jan. 18, 2022.
9. Rafail Guloglan oglu Gasimov, born in 1980, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Lankaran Court of Grave Crimes dated June 13, 2016.
10. Kirill Vladimirovich Mikhaylov, born in 1980, a citizen of the Russian Federation and the State of Israel, convicted by a verdict of the Khazar District Court of Baku dated Dec. 12, 2024.
11. Gurban Sultan oglu Muradov, born in 2000, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated Feb. 27, 2025.
12. Jalal Ilham oglu Musayev, born in 1993, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Sabunchu District Court of Baku dated May 31, 2023.
13. Salih Özdemir, born in 1981, a citizen of the Republic of Türkiye, convicted by a verdict of the Kangarli District Court of the Nakhchivan Autonomous Republic dated June 12, 2024.
14. Igbal Aliabas oglu Rahimov, born in 1969, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Lankaran Court of Grave Crimes dated April 26, 2024.
15. Elman Yashilkhan oglu Rustamov, born in 1966, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated Aug. 26, 2020.
16. Ryan Martin Richard, born in 1988, a citizen of the French Republic, convicted by a verdict of the Baku Court of Grave Crimes dated March 16, 2026.
17. Sonia Sabir, born in 1995, a citizen of the Islamic Republic of Pakistan, convicted by a verdict of the Baku Court of Grave Crimes dated Nov. 14, 2019.
18. Surat Nemat oglu Suleymanov, born in 2003, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Baku Court of Grave Crimes dated Jan. 19, 2024.
19. Ilgar Vugar oglu Suleymanzade, born in 1997, a citizen of the Republic of Azerbaijan, convicted by a verdict of the Ganja Military Court dated April 19, 2022.
Aziz Iman oglu Dadashov, born in 1995 and a citizen of the Republic of Azerbaijan, who was sentenced to restriction of liberty by a verdict of the Imishli District Court dated March 10, 2026, has also been released from the unserved portion of his sentence.
