President Ilham Aliyev has signed a decree approving the "State Program on Expanding Financial Inclusion in Azerbaijan for 2027–2030."

According to the Operative Information Center-OMM, the decree recommends the Central Bank of Azerbaijan to coordinate the implementation of the measures outlined in the State Program, monitor their execution, and submit an annual progress report to the President of Azerbaijan.

The monitoring and evaluation of the program's implementation will be conducted by the Center for Analysis of Economic Reforms and Communication, based on a request from the Central Bank. Additionally, the Ministry of Finance, in coordination with the Central Bank, will take necessary measures to ensure that the required funding for the state-budget-financed activities is allocated in the state budget forecasts for 2027–2030.

Financial inclusion initiatives in Azerbaijan are designed to enhance access to modern financial services, promote digital banking, and support sustainable economic growth across the country. These programs align with Azerbaijan's long-term economic diversification strategies and efforts to strengthen the national financial ecosystem.
