The Cabinet of Ministers has designated a state-owned plot of land within the administrative territory of Baku as an area for renewable energy sources.
"Operative Information Center-OMM" reports that the decision was signed by Prime Minister Ali Asadov.
Under the decision, a 198.45-hectare plot of land in the Zirə settlement of Baku’s Khazar district, classified as land for settlements, has been designated as an area for renewable energy sources. The site will be used to build a 100 MW solar power plant and a 30 MW battery energy storage system.
The Ministry of Energy must carry out measures to select the electricity producer in accordance with the requirements of the “Rules for the selection of an electricity producer in an area of renewable energy sources,” approved by a presidential decree dated Aug. 2, 2023.
Once the decision enters into force, permission to build the solar power plant on the 198.45-hectare plot designated as an area for renewable energy sources for electricity generation must be obtained in accordance with the Urban Planning and Construction Code, within the period stipulated by Article 6.7 of the law “On the use of renewable energy sources in electricity generation.”
The State Committee for Urban Planning and Architecture must inform the Cabinet of Ministers within three days of the date on which a construction permit is issued. If the permit is not issued within the established period, the committee must provide the information within three days of the expiry of that period.
Control over the implementation of the decision has been assigned to the Department of Agriculture and Ecology of the Cabinet of Ministers’ Office.
