The number of buildings planned for demolition in Sabail district is initially estimated at around 15-20.
The Operative Information Center-OMM reports that Vugar Oruj, chairman of the Azerbaijan Society of Appraisers, made the statement.
According to him, the buildings located on Yuzbey Murselov, Gurban Abbasov and Salman Mumtaz streets, in the 20th Field area and Khanlar Street, as well as some dormitory-style buildings in the Badamdar settlement, are planned for demolition:
“These are mainly buildings that have reached the end of their service life and are planned for demolition in the initial phase. Inventory work has already been carried out in some of these buildings, while valuation processes have been conducted in certain areas. Usually, in such cases, a procurement process is held to conduct valuation work, and the winning company determines the value of the properties.
The compensation amount is calculated by the appraisal company, taking into account current market prices in the area. One of the main criteria is the market value of one square meter of the apartment. At present, there are cases in which compensation for some apartments valued in the mentioned areas has been set at between 1,500 and 2,200 manats.
However, the compensation amount is not the same for all buildings and apartments. Before each demolition decision, a valuation is conducted for the specific area, and the amount is determined based on the results of that assessment. In some cases, compensation may be higher than the figures mentioned.”
The chairman of the Azerbaijan Society of Appraisers added that the demolition process is expected to be carried out both at the expense of investors and the state:
“Investors are planning to construct new residential buildings on the sites of demolished buildings. In areas to be relocated at the state’s expense, improvement work and the development of parks and green spaces are planned.
For projects implemented at the expense of investors, an appraisal company may be approached to determine the compensation amount. At the same time, the compensation may be agreed through direct negotiations between the investor and residents.” (Bakuws)
Sabail is one of Baku’s central districts, and redevelopment projects in the capital generally involve property inventories, market-based valuations and relocation arrangements before construction begins.
