Azerbaijan is planning to introduce flexible working hour models based on international best practices. This initiative is part of a broader effort to modernize the national labor market and adapt to global employment trends.
According to the Operative Information Center-OMM, this measure is outlined in the Action Plan for 2026-2030, which supports the implementation of the Employment Strategy approved by a decree from President Ilham Aliyev.
Under the new plan, relevant normative legal acts concerning the implementation of flexible work models must be drafted and submitted to the appropriate authorities within the specified timeframe. The execution of this program has been assigned to the Ministry of Labor and Social Protection of the Population.
The introduction of flexible working arrangements reflects Azerbaijan's ongoing commitment to aligning its legislative framework with modern economic demands. Such policies are increasingly common globally, aimed at enhancing productivity and work-life balance, and their adoption in Azerbaijan is expected to significantly impact the domestic labor market by offering greater versatility for both employers and employees.
