Thirteen people have been charged in connection with an armed incident in Baku’s Khatai district.
The Prosecutor General’s Office press service told Operative Information Center-OMM, “Operative Information Center-OMM”.
The Khatai District Prosecutor’s Office opened a criminal case under Article 120.1 of the Criminal Code (intentional murder) and conducted a preliminary investigation into the intentional killing on Oct. 23 of Jalal Miryagub oglu Miraghayev, born in 1983 and known in criminal circles as “Jeyhun Sabunchu.” The incident took place at the Ab-Hava restaurant at 145 General A. Shikhlinski Street.
The preliminary investigation established that a meeting was arranged at the restaurant at around midnight on Oct. 23 to resolve a debt dispute between Miraghayev, known as “Jeyhun Sabunchu,” and Emin Goshgar oglu Rahimov, known as “Sabunchu Emin,” with the participation of other people linked to criminal circles. The dispute escalated into a physical confrontation and a brawl that grossly disrupted public order.
During the brawl, after Miraghayev punched Rahimov, Rahimov and his friend Elmar Sujayat oglu Jafarov stabbed Miraghayev. He died at the scene from his injuries.
A separate criminal case was also opened by the Investigation Department of the Khatai District Police Department against other participants in the fight under Articles 218.1 and 218.2 (establishing a criminal association, participating in a criminal association or organization, or in an association of organizers, leaders and other representatives of organized groups), Articles 234.4.1 and 234.4.3 (illegal drug trafficking in large quantities by an organized group), and other provisions of the Criminal Code.
All those suspected of participating in the crimes in some capacity — Elmar Sujayat oglu Jafarov, Emin Goshgar oglu Rahimov, Ahmad Arzukhan oglu Ali-Zade, Hasan Mehman oglu Zulfigarov, Ramil Zahir oglu Dadashov, Eldar Faiq oglu Eldarov, Ismayil Faramez oglu Kazimov, Khayyam Agammad oglu Safikhanov, as well as Kamran Sattar oglu Afandiyev, Elvin Fizuli oglu Safarov, Mikayil Vali oglu Ismayilov, Elmar Aghayusif oglu Nuriyev and Farid Rafail oglu Ayyublu — 13 people in total, were detained in professional operational-search measures carried out by officers of the Ministry of Internal Affairs and the State Security Service in coordination with the prosecutor’s office and handed over to the investigative authorities.
The investigation found reasonable grounds to suspect that Miraghayev was killed by Elmar Jafarov and Emin Rahimov, who were wanted in connection with another crime. They were charged under Article 120.2.1 of the Criminal Code (intentional murder by an organized group), while the other individuals were charged under the relevant provisions cited above.
At the request of the investigative authority and following submissions by the prosecutor overseeing the preliminary investigation, courts ordered pretrial detention for all those detained.
Because the cases were related to Miraghayev’s killing, they were combined with previously opened criminal cases concerning the individuals named above. The Prosecutor General assigned further preliminary investigation to the Investigative Department of the Prosecutor General’s Office, under the supervision of a team of professional investigators from the prosecutor’s office and internal affairs bodies.
A full, comprehensive and objective investigation will establish all the circumstances of the case, ensure objective decisions are made, and provide the public with further information about the outcome.
The Prosecutor General’s Office also reminds media representatives and social media users that the law prohibits the dissemination of information not verified with the prosecutor’s office if it could negatively affect the objectivity or progress of the investigation.
