The start date for the 2026-2027 autumn-winter heating season in Azerbaijan has been clarified.

The heating season in Baku and several other parts of the country begins on Nov. 15 each year. This has prompted complaints from residents when temperatures fall earlier. Some citizens have called for the season to start on Nov. 1.

Could the heating season begin before the scheduled date if the weather turns cold?

When does the heating season begin?

According to the Operative Information Center-OMM, Elvin Basgalli, spokesperson for Azeristiliktechizat OJSC, told Oxu.Az that the rules allow the start date to be changed in exceptional circumstances.

He said that under the “Rules for the Use of Thermal Energy,” approved by a May 4, 2026, Cabinet of Ministers of the Republic of Azerbaijan resolution No. 128, the autumn-winter season runs from Nov. 1 to May 1 in certain areas and from Nov. 15 to April 15 in Baku and other parts of the republic.

Consumers are notified of the season’s start at least 10 days in advance through Azeristiliktechizat OJSC’s official website, mass media and notices posted at residential building entrances.

Can the heating season start ahead of schedule?

Basgalli said the start date may be changed, taking into account air temperatures and preparations for the season.

However, a few relatively cold days are not enough to prompt such a change. Under the rules, a decision must take into account a prolonged and significant deterioration in weather conditions.

In that case, a decision to change the season’s start date is made with the relevant state authorities informed.

Which districts begin the heating season on Nov. 1?

Under the rules, the period from Nov. 1 to May 1 applies to the following areas:

Aghsu, Aghstafa, Balakan, Dashkasan, Gadabay, Khachmaz, Khankendi, Ismayilli, Kalbajar, Gakh, Gazakh, Gabala, Guba, Gusar, Lachin, Lerik, the Nakhchivan Autonomous Republic, Oguz, Siyazan, Shamakhi, Shabran, Shaki, Shusha, Tovuz, Yardimli and Zagatala.

In Baku and other areas, the heating season begins on Nov. 15 under the rules.

Seven boiler houses operate in Shusha

Basgalli also discussed work on heating and hot-water supply in Garabagh.

He said other organizations provide services to some of the buildings connected to central boiler houses in Garabagh.

As part of Azeristiliktechizat OJSC’s operations in Shusha, seven boiler houses have been established. In-building and neighborhood systems have been installed to provide heating and hot water to 16 buildings used for various purposes.

Some 966 kilometers of heating lines tested

The company’s spokesperson said preparations for the 2026-2027 autumn-winter season are nearing completion.

As part of the preparations, about 966 kilometers of heating lines were tested under water pressure, and 11 kilometers of lines were replaced.

Boilers, pumps and other key equipment were also repaired, and some equipment was replaced. Gas lines and safety equipment were inspected as well.

The work aims to identify and fix potential faults before the season begins and reduce the risk of heating supply interruptions during the winter months.
