US Secretary of State Marco Rubio said Monday that Cuba had already “fallen”, describing the island as a failed state with a dysfunctional economy and government, according to Fox News.
In an interview with the US broadcaster, Rubio said Cuba’s political and economic systems had failed to deliver meaningful benefits to its population. He argued that the country needed a transition toward greater political and economic freedom.
“The truth is Cuba’s already fallen,” Rubio said. “It doesn’t have a functional economy and it’s governed by people who continue to preach about some revolution that has been dead for 20 years.”
Rubio calls Cuba a failed state
Rubio said Cuba’s political model had failed to produce either a functioning economy or an effective government.
“The problem that Cuba has basically right now is it is a failed state in every sense of the word,” he said. “It’s not a functional government and it’s not a functional country. It just simply isn’t.”
He also cited migration from Cuba as evidence of the island’s economic difficulties. Rubio said nearly 20% of Cuba’s population had left the country since 2021, describing the exodus as the result of a “complete failure”.
Political freedom needed alongside economic reform
“We’re hopeful that Cuba will choose a different path,” Rubio said.
He added that economic reforms alone would not be enough to fundamentally change conditions in Cuba. According to Rubio, political freedoms would have to accompany economic changes.
“You cannot have economic freedom in Cuba if you don’t have political freedom first,” he said. “You have to have both happening at least at the same time. That will require a period of transition.”
