President Ilham Aliyev approves 2025 state budget execution law

President Ilham Aliyev has signed the law on the execution of the 2025 state budget.

According to the Operative Information Center-OMM, the state budget revenues for the year reached 39 billion 184.6 million manats. This figure represents a 5.4% increase compared to the previous year and exceeds the initial forecast by 2.2%.

Budget expenditures totaled 38 billion 604.6 million manats, marking a 2.4% increase year-on-year, while remaining 6.8% below the projected forecast.

Throughout the year, the state budget recorded a surplus of 580 million manats, equivalent to 0.45% of the GDP. This surplus was primarily driven by the over-fulfillment of revenue forecasts and the fact that budgetary organizations executed their expenditures 2 billion 803 million manats below the projected limits.

The state budget of the Republic of Azerbaijan serves as the primary financial instrument for the government to implement its socio-economic development strategies. The execution of the budget is a critical annual process that reflects the country's fiscal discipline, the effectiveness of tax and customs administration, and the government's ability to manage national resources to support infrastructure projects, social welfare programs, and the ongoing reconstruction efforts in the liberated territories.
