Nakhchivan governance model undergoes structural reform

The Milli Majlis (National Assembly) has adopted, in its final reading, a legislative amendment granting the Office of the Authorized Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic the status of a first-category state body.

According to the Operative Information Center-OMM, the draft amendment to the Law "On Civil Service" was discussed during today's extraordinary parliamentary session. This initiative is part of the broader structural and administrative reforms currently being implemented across Azerbaijan to optimize governance models, specifically within the Nakhchivan Autonomous Republic.

Under the new provisions, the Office of the Authorized Representative of the President of the Republic of Azerbaijan in Nakhchivan will operate as a first-category state entity. This body functions as an executive authority tasked with fulfilling duties defined by the President of Azerbaijan within the territory of Nakhchivan. The office is led by the Authorized Representative, who is appointed and dismissed by the President of Azerbaijan and reports directly to the head of state.

Furthermore, the legislation removes the positions of the Authorized Representative and their deputies from the standard administrative classification of civil service positions. Conversely, the position of Assistant to the Authorized Representative has been designated as a third-category position. Consequently, the Law "On Civil Service" will no longer apply to the Authorized Representative and their deputies; instead, their remuneration and service terms will be determined by the relevant executive authority, accounting for their years of service.

The Nakhchivan Autonomous Republic holds a unique status within the Republic of Azerbaijan. These reforms are designed to streamline administrative efficiency and ensure closer integration and oversight by the central government in Baku, aligning the region's governance structure with national standards.
